 About Forum for Women, Law and Development (FWLD)

Forum for Women, Law and Development (FWLD) is an autonomous, non-profit, non-governmental organization established on May 29, 1995. FWLD works for the protection, promotion, and realization of the rights of women, children, minorities, and marginalized groups. FWLD envisions a society where human rights are fully realized, social injustice and discrimination are eliminated, and equality prevails. To achieve this vision, FWLD has consistently engaged in advocacy and action to challenge discriminatory laws, policies, and harmful social and cultural practices.

 Purpose of the Assignment:

Forum for Women, Law and Development (FWLD) invites Expressions of Interest from qualified individuals or firms to undertake final evaluation of the project ‘CSO’s Allied Action on VaWG’. The proposed evaluation will be based on core principles that reflect a participatory, culturally sensitive, capacity-building, affirmative, positive, honest, and productively critical approach that values knowledge and approaches from within the context. The evaluation will explore the project outcomes, specifically relevance to changing contexts, effectiveness in achieving intended change, and sustainability in the community. The consultant will gather insight and feedback from target groups through case studies and other qualitative tools. To get an accurate and deep evaluation, the consultant will make on-site visits to project districts as part of their assessment with representatives from the project including district level CSOs, a targeted community, FWLD,

Scope of Work and Expected Deliverables

The consultancy will be responsible for, but not limited to, the following tasks:

  1. Semi-structured Questionnaires: Develop distinct questionnaires for each target group – communities, service providers, and CSOs – to gather relevant qualitative and quantitative data through structured yet flexible interviews.
  2. Dummy Tabulation for Data Disaggregation: Create mock tables that illustrate how collected data will be broken down by various categories (e.g., gender, CSOs, age, location) to ensure comprehensive analysis and reporting.
  3. Case Studies and Photographs: Compile at least 7 in-depth success-stories, supported by relevant photographs, to visually and narratively demonstrate project processes and progress.
  4. Presentation of Preliminary Findings: Deliver a presentation that summarizes the initial findings of your evaluation. This will be shared and discussed with stakeholders before the submission of the final report.
  5. Final Report: An evaluation report assessing the project’s performance and a comparative report that analyzes baseline and endline data to show changes over time.

 Duration of the Consultancy

The consultant should complete the work in 45 days from the date of signing the agreement.

Required Qualifications and Experience

The consultancy (individual or firm) must meet the following minimum criteria:

  • At least 5 years of proven experience in a relevant field.
  • Should have a demonstrated track record of successfully completing similar assignments for international organisations.

Payment Schedule 

Payment will be made upon satisfactory completion of deliverables, as specified in the contract agreement.
