Consultant for the preparation of a report on Election Observation of the House of Representatives Election, 2082 from GEDSI Perspective

Background
FWLD will be conducting an election observation of the House of Representatives, 2082, from GEDSI Lens. Thus, FWLD seeks a Report writer to prepare a comprehensive analytical report reflecting the status of Gender Equality, Disability, and Social Inclusion (GEDSI) throughout the electoral cycle.
Objectives of the Assignment
The primary objective is to prepare a comprehensive report of the election observation incorporating quantitative and qualitative information collected during pre-polling, polling day, and post-polling phases from a GEDSI perspective.
Scope of Work
The Consultant shall be responsible for the following tasks:
– Review and analyze all quantitative and qualitative data collected through the KOBO application during pre-polling, polling day, and post-polling phases.
– Compile, verify, and organize observation findings received from election observers.
– Identify key findings, trends, gaps, and challenges related to GEDSI in the electoral process.
– Prepare thematic analysis on accessibility, inclusion, participation, representation, and electoral environment from a GEDSI perspective.
– Coordinate and consult with the Election Coordination Committee formed by FWLD regarding preliminary draft findings and recommendations.
– Collect feedback, comments, and suggestions from Election Coordination Committee members on the draft report.
– Incorporate feedback and revise the draft report accordingly to ensure accuracy, clarity, and comprehensiveness.

– Finalize and submit the comprehensive Nepali version of the Election Observation Report within the agreed timeline.
Deliverables
The Report writer is expected to submit:
- Submit the first draft of the Election Observation Report in the Nepali language.
- Revise draft incorporating feedback from FWLD and the Election Coordination Committee formed by FWLD.
- Submit the final comprehensive report in the Nepali language.
Duration of Assignment
The report writing period will be 1 month from the date of signing the agreement.
Required Qualifications and Experience
The Consultant must meet the following minimum criteria:
- At least 10 years of proven professional experience in research and analysis in human rights, women’s rights, or social inclusion.
- Bachelor’s degree in Law, Development Studies, Social Sciences, or a related field
- Demonstrated prior experience working with GEDSI perspectives, particularly gender equality, disability, and social inclusion
- Strong understanding of the Nepalese election system.
- Prior working experience in the election process and observation.
- Ability to prepare reports in the Nepali language.
Payment Schedule
Payment will be made upon satisfactory completion of deliverables, as specified in the contract agreement.
