Purpose of the Assignment
FWLD is seeking a qualified Consultant to develop a Guideline/Procedure on GBV Fund Mobilization for local governments. The assignment aims to strengthen the capacity of local governments by identifying existing mechanisms, gaps, and priorities related to Gender Based Violence (GBV) prevention and response, and by supporting the development of clear next steps and action plans. The overall objective is to ensure that local governments have enhanced capacity and functional mechanisms to effectively prevent and respond to GBV.

Key Deliverables
• Draft, finalize, and submit the Guideline/Procedure on GBV Fund Mobilization for Six local governments, based on their needs.

Scope of Work
The selected consultant will:
• Travel to Project districts and conduct a comprehensive mapping of existing GBV related services, mechanisms, local government priorities, and gaps, including referral pathways, to inform the development of the Guideline/Procedure on GBV Fund Mobilization.
• Facilitate orientation and consultation sessions with local government representatives and relevant stakeholders.
• Share identified gaps and recommendations with local governments and support the planning of next steps and follow-up actions.

Duration of the Assignment
The consultancy is expected to be completed by 15 June, 2026. A detailed work plan with timeline will be finalized at the start of the assignment.

Experience
• Proven experience working in Gender-Based Violence (GBV) prevention and response.
• In-depth understanding of GBV issues and relevant local-level laws and policies.
• Strong analytical, facilitation, and communication skills.
• Demonstrated ability to work collaboratively with diverse stakeholders, including local governments.
• Excellent writing and reporting skills in both English and Nepali.

Payment Schedule
Payment will be made based on satisfactory completion of deliveries, as outlined in the contract.
