About Forum for Women, Law and Development (FWLD)

Forum for Women, Law and Development (FWLD) is an autonomous, non-profit, non-governmental organization established on May 29, 1995. FWLD works for the protection, promotion, and realization of the rights of women, children, minorities, and marginalized groups. FWLD envisions a society where human rights are fully realized, social injustice and discrimination are eliminated, and equality prevails. To achieve this vision, FWLD has consistently engaged in advocacy and action to challenge discriminatory laws, policies, and harmful social and cultural practices.

Purpose of the Assignment:

Forum for Women, Law and Development (FWLD) invites applications from qualified consultants to conduct a Gender Equality, Disability, and Social Inclusion (GEDSI) analysis of the laws related to the election process in reference to the upcoming election of the House of Representatives, 2026, and to support the development of a Code of Conduct for the election observers.

Consultant Responsibilities:

The consultant will be responsible for, but not limited to, the following tasks:

  • Review national laws and policies related to elections, focusing on gender, disability, and social inclusion.
  • Analyze the election process from a GEDSI perspective, identifying special provisions for women, persons with disabilities, sexual and gender minorities, senior citizens, Dalit communities, and marginalized groups.
  • Review the existing election code of conduct.
  • Develop a code of conduct for the election observers.

 Expected Deliverables

  • GEDSI analysis report of the laws related to the election.
  • Code of Conduct for election observer.

 Duration of the Consultancy

The consultant should complete the work in 10 days from the date of signing the agreement.

Required Qualifications and Experience

The consultant must meet the following minimum criteria:

  • At least 5 years of proven professional experience in research and analysis in human rights, womens right, or social inclusion.
  • Bachelor’s degree in Law, Development Studies, Social Sciences, or a related field
  • Demonstrated prior experience working with GEDSI perspectives, particularly gender equality, disability, and social inclusion
  • Strong understanding of the Nepalese legal system.

Payment Schedule

Payment will be made based on satisfactory completion of deliveries, as outlined in the contract.
