About Forum for Women, Law and Development (FWLD)

 

Forum for Women, Law and Development (FWLD) is an autonomous, non-profit, non-governmental organization established on May 29, 1995. FWLD works for the protection, promotion, and realization of the rights of women, children, minorities, and marginalized groups. FWLD envisions a society where human rights are fully realized, social injustice and discrimination are eliminated, and equality prevails. To achieve this vision, FWLD has consistently engaged in advocacy and action to challenge discriminatory laws, policies, and harmful social and cultural practices.

 

Purpose of the Assignment:

 

Forum for Women, Law and Development (FWLD) invites Expressions of Interest from qualified individuals or firms to undertake a consultancy to prepare election observation tools from the GEDSI perspective. The tools will be used by the observer in the upcoming election of the House of Representatives, 2026. The observation tools will be used before the voting day, on the voting day, and after the voting day till the announcement of the winning candidate.

 

Scope of Work

 

The consultancy will be responsible for, but not limited to, the following tasks:

 

  • Preparation of the election observation tools from the GEDSI perspective.
    • Checklists: These will outline key indicators and conditions that GEDSI observers must look for during different stages of the election process.
    • Questionnaires: Structured and semi-structured questionnaires will be prepared to collect qualitative and quantitative information from voters, polling officials, and candidates.
    • Observations: The GEDSI observers will observe the overall environment of the election, focusing on the special facilities available for women.
  • The observation tools should be prepared for three different phases.
    • Before voting day
    • Voting Day
    • Post Voting Day (till announcement of the winner)
  • Present draft observation tools and incorporate the feedback provided by FWLD.

 

 

Expected Deliverables

 

  • GEDSI Observation tools for the upcoming election of the House of Representatives, 2026
  • Three different sets of observation tools from the GEDSI perspective, including qualitative and quantitative questionnaires.

 

 

Duration of the Consultancy

 

The consultant should complete the work in 20 days from the date of signing the agreement.

Required Qualifications and Experience

 

The consultancy (individual or firm) must meet the following minimum criteria:

 

  • At least 10 years of proven professional experience in research and analysis in human rights, womens right, or social inclusion.
  • Bachelor’s degree in Law, Development Studies, Social Sciences, or a related field
  • Demonstrated prior experience working with GEDSI perspectives, particularly gender equality, disability, and social inclusion
  • Strong understanding of the Nepalese legal system.
  • Prior working experience in the election process and observation.
  • Ability to prepare reports and tools in both English and Nepali.

 

Payment Schedule

 

Payment will be made upon satisfactory completion of deliverables, as specified in the contract agreement.
