Purpose: To develop the operational and strategic plan for a national Policy Advocacy Network against Sexual and Gender-Based Violence (SGBV).

Background:
We are seeking a qualified consultant to develop a comprehensive operational and strategic plan for a national Policy Advocacy Network against SGBV. The network aims to facilitate engagement at local, provincial, and national levels, creating a cohesive and sustainable platform for Nepali Civil Society Organizations (CSOs) dedicated to preventing and responding to SGBV.
Objective:
The objective of this consultancy is to develop the national network’s operational and strategic plan, with a focus on:
- Establishing a specific agenda and action plan for the network.
- Creating linkages with other resources, including the strategies of participating network member organizations.
- Building a broad-based interlinkage within the network to foster cohesion and mutual support among members.
- Ensuring the sustainability of the network by incorporating lessons learned from past experiences.
Key Responsibilities:
- Assessment and Analysis:
- Conduct a thorough assessment of the current status and needs of the network and hence the consultants might need to travel outside of Kathmandu to meet CSOs in the targeted provinces.
- Analyze the strategies and interventions of participating CSOs to identify areas for integration and support.
- Development of Operational Plan:
- Design an operational plan that includes clear roles, responsibilities, and activities for network members.
- Outline mechanisms for effective communication, coordination, and resource sharing among members.
- Development of Strategic Plan:
- Create a strategic plan that aligns with the network’s objectives and long-term goals.
- Establish a framework for monitoring and evaluating the network’s progress and impact.
- Stakeholder Engagement:
- Facilitate consultations with network members and other stakeholders to gather input and ensure buy-in.
- Promote collaboration and partnerships within the network and with external entities.
- Documentation and Reporting:
- Prepare comprehensive documentation of the plans, including detailed action points and timelines.
Qualifications:
- Proven experience providing consulting services, preferably within the context of advocacy networks or CSOs.
- In-depth understanding of SGBV issues and the landscape of CSOs in Nepal.
- Strong analytical, facilitation, and communication skills.
- Ability to work collaboratively with diverse stakeholders.
- Excellent writing and reporting skills in English and Nepali.
