About Forum for Women, Law and Development (FWLD)

Forum for Women, Law and Development (FWLD) is an autonomous, non-profit, non-governmental organization established on May 29, 1995. FWLD works for the protection, promotion, and realization of the rights of women, children, minorities, and marginalized groups.

Purpose of the Assignment:

Forum for Women, Law and Development (FWLD) invites applications from qualified consultants to conduct anticipated activities for Community Based voter education program under the Comprehensive Capacity Development Support to Women Parliamentarians at the federal and provincial level to advance the Gender Responsive and Inclusive Governance project.

  1. i) Program Coordinator

 Responsibilities:

The program coordinator will be responsible for, but not limited to, the following tasks:

  • Mapping and Coordination with CSOs to conduct a community-based voter education program.
  • Review proposals and legal documents of CSOs for sub-grant agreement.
  • Conduct ToT for selected CSOs related to the implementation of the program.
  • Coordinate the engagement of sub-grantee CSOs and regularly report progress and challenges to the Executive Director and the Team leader.
  • Prepare a detailed progress report and compilation of the reports of sub-grantees

Required Qualifications and Experience

The program coordinator must meet the following minimum criteria:

  • At least 2 years of proven professional experience in human rights, women’s rights, election programs, or social inclusion.
  • Bachelor’s degree in Law, Development Studies, Social Sciences, or a related field
  • Demonstrated prior experience working with GEDSI perspectives, particularly gender equality, disability, and social inclusion
  • Strong understanding of the Nepalese legal system.
  • Must be able to work in tight schedule.
  1. ii) Finance Consultant

 Responsibilities:

The finance consultant will be responsible for, but not limited to, the following tasks:

  • Oversee the financial management, grant administrations, and financial compliance of the Community-based voter education program in coordination with the Executive Director and Team lead.
  • Coordinate with sub-grantee CSOs regarding financial compliance requirements, budget utilization, financial reporting, and submission of supporting documents.
  • Preparation of the budget and monitoring of the expenses of the sub-grantee CSOs.
  • Review, verify, and process financial documents submitted by sub-grantee CSOs.
  • Support internal and external audit processes by preparing and organizing required financial records and documentation.

 Required Qualifications and Experience

The finance consultant must meet the following minimum criteria:

  • At least 2 years of proven professional experience in the development sector in the finance department.
  • Bachelor’s degree in management.
  • Demonstrated prior experience working with organizations working in sub-grantee models.
  • Strong understanding of the Microsoft Office tools and accounting software.
  • Must be able to work in tight schedule.

iii) Program Support Staff

 Responsibilities:

The program support staff will be responsible for, but not limited to, the following tasks:

  • Assist the program coordinator and finance consultant in the overall implementation of the program.
  • Receive, compile, and file documents submitted by sub-grantee CSOs.
  • Support in printing, dispatch, and distribution of flyers, program materials, and other program-related documents.
  • Assist in bank deposit-related activities, cheque handling, and basic documentation.
  • Support logistic arrangements for the programs.

 Required Qualifications and Experience

The program support must meet the following minimum criteria:

  • At least 2 years of experience in an organization working in development sector.
  • Must have completed the school leaving certificate (SLC).
  • Must be able to work in tight schedule.

 Duration of the Consultancy

Due to the limited time to complete the activities, the consultant for all the above three positions should work regularly for 60 days from the date of signing the agreement.

Payment Schedule

Payment will be made in two installments after satisfactory completion of deliveries, as outlined in the contract.
