Hiring of Election Observers for House of Representatives Election Observation, 2082 (From a GEDSI Perspective)

Background
The Forum for Women, Law and Development (FWLD) invites Expressions of Interest (EOI) from qualified, committed, and motivated Nepali citizens to serve as Election Observers for the House of Representatives Election, 2082. The election observation will be conducted from a Gender Equality, Disability, and Social Inclusion (GEDSI) perspective to assess the inclusiveness, accessibility, and fairness of the electoral process.
Scope of Work
Selected Election Observers will be responsible for:
-Observing pre-election day, Election day, and post-election day processes.
– Monitoring and documenting the electoral process from a GEDSI perspective.
– Collecting, verifying, and accurately submitting observation data through the Kobo Toolbox application.
– Performing other election observation-related duties assigned by FWLD.
Eligibility Criteria
Applicants must:
– Be a Nepali citizen.
– Be 21 years of age or above.
– Have completed Grade 12 (Higher Secondary Education) or above from a recognized institution in Nepal, or hold an equivalent qualification recognized by the Government of Nepal.
– Possess a Voter Identity Card.
– Must not be affiliated with any political party and should maintain political neutrality throughout the election observation process.
– Be available to participate in the pre-election, Election Day, and post-election observation period, including mandatory election observation training.
Required Documents
Interested candidates must submit:
- Copy of Nepali Citizenship Certificate.
- Copy of Voter Identity Card.
- Copy of Grade 12 (Higher Secondary Education) or above academic certificate (or equivalent qualification).
- A signed Declaration of Non-Affiliation with any Political Party (format provided by FWLD or self-declaration, as applicable).
- A brief note indicating the Provinces and District where the applicant is willing to conduct election observation.
Duration
The assignment period will cover the pre-election day, Election Day, and post-election day observation period as determined by FWLD.
Remuneration
Selected observers will receive remuneration in accordance with contractual agreement.
Application Process
Applications are invited from eligible candidates across all 77 districts of Nepal. Applicants may apply from anywhere in the country. While applicants are requested to indicate the Province and District where they are willing to conduct election observation, FWLD will make the final decision on observer deployment based on operational needs and organizational requirements.
